QUALITY AND RELIABILITY

BELL HELICOPTER'S GOAL

Bell Helicopter Textron Canada Limited (BHTCL), is the world's leading helicopter manufacturer. Mirabel's unique complex is a highly diversified plant with advanced technology services; its final products are the world's best-built helicopters.

Officially inaugurated in 1986, BHTCL manufacturers more than seven different models in its plant that occupies an area of 49,145 square meters on a 152-acre site.

In over 17 years of operation, Mirabel has built more than 2700 helicopters, a number that represents more than 50% of the total production for commercial turboshaft engine helicopters in the world. Today, these fly in more than 120 countries.

HUMAN RESOURCES

Bell Helicopter Textron Canada Limited (BHTCL), has adopted a participative management approach.

In order to implement this approach, the production management system has been structured according to a model based on sectors of activity into which semi-autonomous teams are integrated.

The following results are expected from the production team:

  • Improvement of the quality of working life;
  • Manufacturing of a superior quality product;
  • Cost reduction and schedule adherence.

Team work is the guideline at BHTC. Its main significant factors are team efficiency, synergy, cohesiveness and teambuilding. Several elements are required to build a team:

  • a common goal;
  • active involvement;
  • sense of belonging;
  • genuine interest for BHTC.

This approach enables more than 1200 BHTCL staff members to work in a modern management company. This method is flexible and can be readily adapted to serve the vitality of a constantly evolving environment.

The Human Resources Division manages the following sectors: Recruitment, Training, Employee Relations, Compensation, Translation, Employee Benefits, the Medical Centre and Fire Prevention, Health and Safety, and Security.

PRODUCTION

The Mirabel facility made its first sale in 1986. Since then, BHTCL has manufactured more than 200 helicopters per year, including light helicopter models 206B JetRanger, 206L LongRanger and 407, as well as medium helicopter models 430, 212, and 412.

As well, Bell Helicopter has set standards of excellence in the rotorcraft field as can be attested with the 427, a twin-engine seven-passenger aircraft, manufactured mainly of composite materials.

QUALITY ASSURANCE

The purpose of Quality Assurance is to provide total confidence that the finished product meets or exceeds given Federal Aviation or ISO 9001 regulations and that the product has been manufactured in conformity with Bell Helicopter Quality Standards.

The functions of Quality Assurance consist in quality-system evaluation of our suppliers to ensure they fulfill BHTCL requirements, receiving inspection, aircraft certification, non-destructive testing, gauge calibrating and corrective and preventive action programs.

Quality Assurance is responsible for maintaining manufacturer approval on behalf of Transport Canada and is also responsible for the AMO (Aircraft Maintenance Organization)

MATERIEL

Materiel regroups several sectors such as Supplies, Purchasing, Supply Chain, Warehouse and Production Planning.

Although BHTCL is equipped with impressive manufacturing facilities, it depends on many North American and foreign suppliers who provide more than 500 million dollars worth of components or services annually.

The Materiel Team is composed of seasoned aerospace industry professionals who ensure, by closely working with suppliers, constant availability of quality supplies, to benefit our operations and our clients, while minimizing the inventory cost and the total purchase cost of these parts.

OPERATIONS

Operations are divided into two major sectors: Manufacturing Support and Manufacturing. Manufacturing Support includes plant Facilities and Maintenance, Shop Floor Control and Operations, Manufacturing Engineering, Planning, Projects and Tooling. Manufacturing, on the other hand, is responsible for the Paint Shop, Composite Materials, Electrical, Mechanical and Structural Assembly.

MANAGEMENT AND ADMINISTRATION

Administration comprises several departments including the Executive Committee, Contract Administration, Business Development and Government Programs as well as Information Technology.

Finance includes Payroll and Cost Accounting, Taxation, Financial Planning and Analysis.

ENGINEERING

New product design, product improvement and production-operation technical support depend on Engineering. Some of the departments supported by the Engineering Division are Design, Technology, the Laboratories, Flight Test and Project Planning; this accounts for some 300 engineers and technologists whose aim is to meet numerous technical challenges wile respecting quality, cost and schedule standards.

Bell Helicopter uses state-of-the-art equipment such as computerized and personalized systems for flight tests (CAFTA) or for new product design (CATIA) to meet its stringent requirements.

BHTCL knows that innovation is absolutely essential to the growth of a technologically advanced company. The BHTCL Engineering Department possesses a unique helicopter-technology expertise in this country. The engineers and technicians, members of the engineering team, also work at the Mirabel facility.
